The police analyzed the situation of telecommunication network fraud in the whole province and summarized the latest five types of telecommunication network fraud crimes.
Brush-off rebate fraud
Students, Bao Ma and unemployed groups are the most victims.
[Analysis] Brush rebate fraud refers to the fraud that fraudsters publish false part-time advertisements with high commissions through various channels on the Internet to attract victims to take the bait and ask them to make false shopping brush. In the first few bills, the principal and commission will be returned smoothly. When the amount of the bill is large in the later period, the fraudster will ask the victim to continue to pay the bill or remit the same amount to the fraudulent account to activate the account for various reasons, such as system failure, transfer delay and account freezing, thus defrauding the victim of money.
[Case] On August 5, 2021, Ms. Zhang, a resident of the province, received a text message on her mobile phone, the content of which was to praise and earn a commission. By communicating with each other, let them download a "Didi" App, and carry out the activities of investing the principal and praising the rebate in the App. Ms. Zhang’s small investment in the first two orders paid off. After the third order was put into 500 yuan, the customer service induced Ms. Zhang to continue to transfer the money on the grounds that "this is an integrated order that can only be refunded if it is fully filled". Ms. Zhang did not return the money after several consecutive swipes, and she felt cheated and immediately called the police, resulting in a total of more than 13,000 yuan.
[Police Tips] All swiping bills is fraud. Don’t be fooled by petty profits. Don’t pay any margin and deposit. What you are interested in is a small rebate, but the liar is thinking about your principal.
Loan fraud
Unemployed, individual and entrepreneurial groups are easily deceived.
[Analysis] Loan fraud refers to the type of fraud in which fraudsters defraud victims of money on the grounds of providing various low-interest, interest-free or fast-track loans. Generally, fraudsters post advertising information about handling loans through online media, telephone calls, text messages, social tools, etc., and then pretend to be employees of banks and loan companies to contact the victims to obtain information about the victims, so as to trick the victims into transferring money and remittances on the grounds of collecting handling fees, paying annual interest, deposits, taxes, agency fees, etc., or by testing their repayment ability, adjusting interest rates, reducing interest rates, and improving their reputation.
[Case] In July, 2021, Mr. Pang, a resident, swiped Tik Tok on his mobile phone and saw an advertisement for a financial App. When he followed the instructions of his customer service, a strange "Meiruichen Information Technology" enterprise sent him a message, telling him to join the membership first if he wanted to borrow money. So, he remitted 998 yuan to the designated account of the other party. After a while, the other party said that he had applied for a loan of 20,000 yuan, but because the bank card information he filled in was wrong, he could not make the payment in time, and he needed to pay another 10,000 yuan as a deposit, but he only had 7,000 yuan, so he remitted 7,000 yuan to the designated account of the other party according to the instructions of the other party. After the remittance, the other party also said that there was something wrong with his operation and he needed to continue remittance. At this time, he realized that he had been cheated and reported to the public security organ for a total loss of 7998 yuan.
[Police Tip] You must go to a formal financial institution to apply for a loan. Formal loans will not charge any fees before lending! Any online loan, which requires the transfer of money and verification of repayment ability in the name of paying handling fee, deposit and thawing fee before lending, is fraud!
Pretending to be customer service fraud
Online shopping groups should be vigilant.
[Analysis] Fake customer service fraud refers to the type of fraud in which fraudsters contact the victim by pretending to be courier customer service, buyer and platform customer service after obtaining online shopping buyer information and express information through illegal channels, falsely claiming that there is something wrong with the goods purchased by the victim, so as to induce the victim to disclose information such as bank card and mobile phone verification code, and transfer the money in the victim’s bank card.
[Case] In August 2021, Mr. Wei received a strange call. The other party claimed to be the after-sales staff of a shopping App, claiming that the clothes that Mr. Wei had previously purchased on the App had quality problems, and he had to give Mr. Wei a refund. Mr. Wei believed it, and the other party instructed Mr. Wei to operate. Under the pretext of "the funds were frozen due to operational errors" for many times, Mr. Wei was asked to transfer the "deposit" for many times, resulting in a total loss of 10013 yuan.
[Police Tip] Be careful when an online seller or customer service takes the initiative to contact you for a refund! There is no need to pay the fee in advance for the refund of regular online merchants. Please log on to the official shopping website to handle the refund, and don’t trust the websites and links provided by others.
Swing-killing fraud
Targeting older unmarried and divorced single men and women
[Analysis] Swing-killing fraud refers to a crime in which fraudsters look for the target of fraud through a dating platform, then "fall in love" with the victim in a false identity through social software to gain the trust of the victim, and then induce the victim to invest in fake gambling websites and investment platforms such as stocks and futures built in advance, so that the victim can make a small profit by changing background data, induce the victim to continuously increase capital investment, and finally close the websites and platforms to achieve the purpose of defrauding the victim’s money.
[Case] In May 2021, Ms. Li of Shenyang met a person named "Wang Liang" on the chat software. This person claimed to be an air force officer and divorced. After chatting with "Wang Liang" on WeChat for a while, Ms. Li felt that she was not bad, so she determined the relationship between boyfriend and girlfriend online. At the beginning of June, "Wang Liang" told Ms. Li that there was internal information about stock trading. Later, "Wang Liang" sent a link to Ms. Li to download a software called "A gram", and Ms. Li searched the website link given by "Wang Liang" in the software. The software interface is similar to that of stock trading, and you can buy up and down in it. In the next few days, Ms. Li used mobile banking to transfer more than 150,000 yuan to the other party according to the payee information provided by the software customer service. Afterwards, "Wang Liang" could not be contacted, and then Ms. Li reacted that she had been cheated.
[Police Tip] Netizens and online lovers who have never met before recommend you to invest in wealth management online, speculate in digital currency (virtual currency), buy lottery tickets online and gamble to make money are all liars!
Pretending to be a public security fraud
Women and the elderly are more likely to be deceived.
[Analysis] Fraud by impersonating a public security organ refers to a crime in which a criminal suspect fraudulently uses tools with consumption functions such as bank cards, telephones, social security cards and medical insurance cards under the victim’s name, or the victim’s identity information is leaked, and he is suspected of money laundering, drug trafficking and other crimes, and then impersonates law enforcement officers of judicial organs such as the public security organ and asks the victim to transfer funds to a national account or a security account to cooperate with the investigation, so as to achieve the purpose of fraud.
[Case] On September 14, 2021, Ms. Deng, who was shopping, received a phone call starting with the number 00376. The other party claimed to be a staff member of the Public Security Bureau and told her that the phone number used under her name was suspected of fraud, and Ms. Deng’s WeChat should be added to facilitate understanding of the situation. After Ms. Deng added WeChat, the other party asked her to follow the prompts, not to let others know the contents of the conversation between the two parties (Ms. Deng has set her mobile phone to an empty number according to the operation at this time). Just after the criminals have verified Ms. Deng’s ID number and bank card account number, when they want to defraud at any time, the police will arrive in time according to the report of onlookers around Ms. Deng, thus ending the fraud.
[Police Tip] The public security organs will show their certificates or legal documents to the people involved in the case, and will never send legal documents such as wanted orders, detention certificates and arrest warrants to illegal and criminal parties through the Internet point to point. Public security organs will never handle cases by telephone, QQ, fax, etc., and there is no so-called "safe account", let alone let you transfer money and remit money remotely.
